  • Various cities and counties limit the number of pets you can have, sometimes to as few as two or three.

  • Numerous states and local governments are raising the cost of pet licenses, making it more expensive to keep your pet.

  • States have proposed a number of laws mandating everyone to spay or neuter their dog and cat, regardless of the wishes of the pet owner or health of the animal.

In 2009:
  • Twenty-two bills were introduced across 15 states to limit the availability of puppies to pet owners.

  • Congress introduced a bill (H.R. 669) that could have banned possession of most types of animals in the pet trade.
